CORPORATE OPERATIONS MANAGERS

CPC
Carlos P. Cotton, P.E., RPLS
Chief Operating Officer

Carlos has been with Jones & Carter, Inc. since 1976.  As Chief Operating Officer he supervises the overall corporate operations of Jones & Carter, Inc. and Cotton Surveying Company, and is actively engaged in general land surveying including boundary surveys, topographical surveys and construction layouts. 

In addition to his daily operations duties, Carlos also serves as Managing Principal Engineer engaged in engineering consultation, general administration, subdivision platting, street design, and utility design for four municipal utility districts.

A graduate of Texas A&M University in 1972 with a Bachelor of Science in Civil Engineering, Carlos provides strategy, direction and daily leadership for all corporate functions.

Every spring Carlos returns to his alma mater as an Adjunct Professor to conduct a hands-on surveying camp for engineering students. The two-week camp affords aspiring engineers the opportunity to learn state-of-the-art survey methods in a real-world setting. Students receive two (2) semester hours of college credit for passing the course.

 

John E. Pledger, III, P.E., RPLS
Vice President of Business Development for Small Cities

John has been with Jones & Carter, Inc. (formerly Pledger Kalkomey, Inc.) since 1980. He has more than three decades of experience and expertise in a wide variety of civil engineering projects with a particular emphasis in municipal, county, and institutional public infrastructure. John is actively involved in the development sector, providing conceptual, preliminary, design and construction phase engineering services to our clients. All this, along with his extensive knowledge regarding government grants and loans, makes John a valuable asset to J&C.

John’s responsibilities include business development, engineering design, client contact and development, and project supervision. Having practiced consulting engineering in the Central and East Texas regions since 1975, he has built strong relationships with local, county, state, and federal agencies in Brenham, Bryan/College Station, and Rosenberg.

A graduate of Texas A&M University, John earned his Bachelor of Science in Civil Engineering in 1974 and his Master of Engineering - Transportation in 1975. Additionally, John is an active real estate broker in the State of Texas.

 


PRACTICE LEADERS

Thomas M. Stroh, P.E.
Senior Vice President and Land Development Practice Leader

Thomas joined Jones & Carter, Inc. in 1992 as an engineer-in-training. He grew to manage several key projects and clients in Houston before moving to Dallas as the Office Manager in 1998. In 2007 he was promoted to Corporate Operations Manager, returning to the Houston office. Currently Thomas serves as the Land Development Practice Leader overseeing all land development activities throughout the company. His experience includes municipal, land, and special projects such as: Municipal Utility Districts (MUD), Public Improvement Districts (PID), Fresh Water Supply Districts (FWSD), and Tax Increment Financing (TIF). 

A hands-on manager, Thomas supervises all aspects of land development projects including engineering consultation, general administration, and overall quality control. Competence, commitment, and common sense all play a key role as Thomas and his qualified staff develops the kind of long-term client relationships that are the foundation of the J&C culture.

Thomas graduated from Texas Tech University in 1990 with a Bachelor of Science in Civil Engineering and is an active member of several engineering societies.

 

Tobin Synatschk

Tobin T. Synatschk, P.E.
Vice President and Public Works Practice Leader

Tobin joined Jones & Carter, Inc. in 1994. He served as the Water/Wastewater Division Manager for several years before his appointment to his current position as the Public Works Practice Leader. His extensive experience and expertise within this discipline serves him well in leading and mentoring his team of engineers and providing J&C clients with the type of high-quality projects to which our clients are accustomed.

Tobin’s team leadership and project oversight includes numerous wastewater treatment plants, lift stations, pump stations, water wells, and water plant designs. His work includes cost analysis, comparison of alternatives and presentation of the final design concept for approval by clients, as well as regulatory agencies. He works with all of his clients to determine their specific needs and to find cost-effective solutions to their problems.

Tobin graduated from Texas A&M University in 1994 with a Bachelor of Science in Civil Engineering. He is an active member of several associations including the American Water Works Association, the Texas Water Conservation Association, and the Water Environment Association of Texas.

 

Marty Hicks

Martin G. Hicks, RPLS
Vice President and Survey Practice Leader

Marty joined Jones & Carter, Inc. in 1978 as a rod man and currently performs the role of Survey Practice Leader. He is responsible for coordinating workloads with the Houston and The Woodlands offices (DBA Cotton Surveying Company, a subsidiary of Jones & Carter, Inc.) and the Rosenberg office (DBA Charlie Kalkomey Surveying, a subsidiary of Jones & Carter, Inc.).  He is also responsible for maintaining office and field procedures and ensuring quality assurance checks are performed.

In addition to managing of regional activities, Marty’s day-to-day functions include project management, engaging in general land surveying including boundary surveys, topographical surveys, and construction layouts.  Primary clients include civil engineers, architects, land developers, and school districts.  He facilitates crew management, field notes reduction, deed research, and boundary calculations, final drawing preparation, and invoicing, in addition to overseeing all survey department operations for the company.

Marty received his Associates in Applied Science in Forestry in 1977 from Paul Smith’s College, New York. He is a member of the Texas Society of Professional Surveyors, both the Gulf Coast and State chapters.

 

Tommy Vance

Tommy L. Vance, P.E.,
Vice President and Construction Management Practice Leader

Tommy joined Jones & Carter, Inc. in 2010 bringing with him 10 years of experience in the heavy highway construction industry with West Virginia Department of Transportation and 5 years managing residential land development construction in North Carolina. Tommy has extensive knowledge and experience in the areas of operations, finance, and staff management within the highway, residential, commercial, and retail land development and construction sectors.

As Construction Management Practice Leader, Tommy brings the perfect mix of construction expertise and engineering proficiency necessary to oversee Jones & Carter, Inc.'s construction management and QA/QC programs. He has developed extensive relationships with construction contractors throughout the industry, in addition to local, county, state, and federal agencies that review and implement the regulations.

Tommy graduated from West Virginia Institute of Technology in 1995 with a Bachelor of Science in Civil Engineering. He is a member and actively involved with numerous state and local engineering councils and is a licensed engineer in the state of Texas.

 

Robert Maxwell

Robert A. Maxwell, P.E.,
Vice President and Transportation Practice Leader

Rob joined Jones & Carter, Inc. in 2007 and he serves as the Transportation Practice Leader for the firm, responsible for Operations, Business Development and Recruiting for transportation services throughout Texas. He has more than 25 years of transportation and engineering experience.

Rob's professional experience includes the performance of program management, feasibility studies, schematic planning, long range planning, preliminary engineering, final design, construction administration, and construction management for TxDOT, Harris County, Harris County Toll Road Authority, UPRR, BNSF, Montgomery County, City of Houston, City of Pasadena, and other numerous other governmental agencies.

Rob has received numerous awards such as North Houston Association 2010 Compass Award, Scoutmaster Award of Merit in 2009 and in 2006 he received the Public Works Project of the Year from the Texas Public Works Association.

Rob graduated from University of Houston in 1996 with a Bachelor of Science in Construction Technology and is a licensed professional engineer in the state of Texas.

James Schissler

James M. Schissler, P.E., LEED® AP
Vice President and Austin Office Manager

Jim joined Jones & Carter, Inc. in 2005 as a Senior Project Manager and head of our Austin Land Development Department bringing 25 years of engineering expertise gained in projects throughout the East Coast and Central Texas to our clients. In 2007 Jim was promoted to Austin’s Office Manager. His extensive experience in civil engineering includes managing the design, submittal and permitting of site development projects including conceptual design and feasibility, preliminary plans, subdivision platting, hydrologic and hydraulic studies, stormwater management facility design, roadway and utility layout, site grading and erosion control, design report and specifications writing, project budgeting, and cost estimating. 

Jim’s current responsibilities include business development, engineering design, client contact and development, and project supervision. He has practiced consulting engineering in Central Texas since 1997 and has developed extensive relationships with the local, county, state, and federal agencies that review and approve the entitlement and land development process.

Jim graduated from the University of Maryland in 1982 and holds a Bachelor of Science in Civil Engineering. Currently he is licensed in Texas, Maryland and Pennsylvania.

 

William Krueger

William R. Krueger, P.E., RPLS
Vice President and Brenham Office Manager

William joined Jones & Carter, Inc., (formerly Pledger Kalkomey, Inc.) in 2007. He has provided consulting engineering for more than 35 years with a focus on the administration, management, design, project management, construction, construction supervision and operations of phases of public works projects. 

As Manager of the Brenham office, William provides client contact, business development, engineering design, project supervision, and oversee day-to-day operations. He is responsible for project management, preparation of PS&E, planning studies, feasibility reports, boundary surveys and topographical surveys for various clients in the southern Central Texas areas.  Williams experience and expertise encompases the areas of comprehensive planning for utility systems, design of roads, lakes, subdivisions, water systems, sanitary sewer projects, natural gas systems, storm sewer and other drainage projects, airports, rate studies, civil site work, parks and recreational facilities. Additionally, he assists clients with grant and loan applications and financial administration.

William graduated from Texas A&M University in 1972 with a Bachelor of Science in Civil Engineering.

 

Steve Duncan

Steve E. Duncan, P.E., LEED® AP
Vice President and Bryan/College Station Office Manager

Steve has been with Jones & Carter, Inc. (formerly Pledger Kalkomey, Inc.) since 1993. He has practiced consulting engineering throughout the Brazos Valley with a focus on municipal, county, and institutional public infrastructure and has an extensive knowledge of the federal and state grant and loan programs used to fund these types of projects. Additionally, Steve is actively involved in the development sector providing conceptual, preliminary design, and construction phase engineering services throughout the region.

As Manager of Bryan/College Station office, Steve provides client contact, business development, engineering design, project supervision, and construction management.

A Magna Cum Laude graduate of Texas A&M University in 1993, Steve holds a Bachelor of Science in Civil Engineering and is licensed in Texas, Oklahoma, Mississippi, and Ohio. He is currently an active member of several civic and engineering societies.

 

Bryan Kennedy

Bryan P. Kennedy, P.E.
Vice President and Dallas Office Manager

Bryan joined Jones & Carter, Inc. in 1996 as an engineer-in-training. His hard work and proficiency earned him the position as the Land Development Department Manager in Houston, with responsibility for the management of the firm’s Geographic Information Systems (GIS) activities as well. In 2007 Bryan was promoted to his current position as the Manager of the Dallas office. Bryan’s experience with projects in both the Houston and Dallas areas has included the management of street and underground utility design, sanitary sewer rehabilitation, hydraulics and hydrology projects, water/wastewater projects, and park projects. Additionally, he has served as District and City Engineer for several municipalities.

Bryan’s responsibilities include management of the engineering and surveying services in the Dallas Office, as well as daily operations. 

Bryan graduated from the University of Houston in 1996 and holds a Bachelor of Science in Civil Engineering. In 2006 the he was awarded the Distinguished Young Engineering Alumnus Award by the University. The Distinguished Young Engineering Alumni Awards were established to recognize and honor young alumni (40 years old and younger) who have made significant contributions to society and whose accomplishments and careers have brought credit to the University of Houston Cullen College of Engineering.

 

Charles Kalkomey

Charles A. Kalkomey, P.E., RPLS, CFM
Vice President and Rosenberg Office Manager

Charles joined Jones & Carter, Inc. (formerly Pledger Kalkomey, Inc.) in 1992. He has been providing consulting engineering and land surveying services in the Fort Bend County area for more than three decades though his knowledge spans more than four decades of hands-on experience gained while working with municipalities and water districts during high school. He currently serves as the City Engineer for Rosenberg and Wallis, and over the years has assisted with planning, infrastructure, and capital improvement projects. Charles has performed the master planning for several major watersheds and designed several regional detention facilities, drainage channels, pump facilities, bridges, and roadways.

Charles has gained a wealth of experience in project management, project engineering, and civil design providing consulting engineering services to both the public and private sectors. His extensive expertise lends to successful management of day-to-day operations of the Rosenberg office, in addition to hands-on project management and design.
 
Charles graduated Summa Cum Laude from Texas A&M University in 1974 with a Bachelor of Science in Civil Engineering. He is actively involved in civic and professional associations to ensure that not only the concerns and needs of J&C’s clients, but also the concerns and needs of area residents are addressed.

 

Jeffrey Brown

Jeffrey J. Brown, P.E.
Vice President and San Antonio Office Manager

Jeff has been with Jones & Carter, Inc. (formerly Brown Engineering Company) since 1983. His experience encompasses a wide range of public sector projects including the planning, design, construction administration and management of projects comprising street widening and reconstruction, underground and surface drainage systems, hydrology; water supply, transmission, distribution; water storage facilities; and wastewater collection, pumping and treatment facilities. Private sector projects include single-family and multifamily residential developments; floodplain analysis and reclamation; civil site work for commercial, industrial, shopping centers and office facilities, as well as institutional facilities such as United States ports of entry, schools and post offices.

Jeff’s responsibilities as the Manager of the San Antonio office include business development, engineering design, client contact and development, and project supervision.

Jeff graduated from Texas A&M University in 1981 and holds a Bachelor of Science in Civil Engineering.

 

Ed Shackelford

Edward H. Shackelford, P.E.
Vice President and The Woodlands Office Manager

Ed joined Jones & Carter, Inc. in 2003 and now serves as Manager of The Woodlands office. He has worked on numerous land development projects including residential and commercial ventures. Ed has also served as the General Manager for the North Harris County Regional Water Authority.

Ed brings with him more than three decades of engineering experience to J&C. In addition to managing The Woodlands office, Ed serves as District Engineer for four MUDs and as the City Engineer for one municipality.

Ed graduated from Texas A&M University in 1978 with a Bachelor of Science in Civil Engineering.
